National UFO conference:

Two members of the Project, Debbie Payne and Dominic McNamara,  attended the 2004 national UFO conference held in Sydney in June, to present a paper on the progress of the Project’s work.

Deb, aided by  Dom, gave a one hour PowerPoint presentation on Disclosure Australia.  The talk was designed to cover the project’s methodology; unveil some previously unknown data and stimulate discussion on the topic. The talk also called for Australian UFO research groups to consider initiating an Australian wide collection of UFO reports on the Disclosure Australia website. Currently this site holds a collection of South Australian reports between 1932-2004, together with extensive catalogues of observations from air crew; physical trace cases and photographic events.  It would be great to see a listing from all states on this site.

Feedback from audience members about this presentation was extremely positive. Comments to Deb and Dom centred around the amount of work which had been undertaken by members of AURA; the audience member’s lack of knowledge of the large amount of material which the Government had compiled over the years, and the openness and transparency of the Project’s methodology in sharing the material it had uncovered. Naturally, this response is most rewarding to the members of AURA who have spent much time and money over the last year undertaking the work.

“People” and “paper” chase:

So far, we have largely concentrated on the paper trail in respect of Federal Government agencies. We have not forgotten that behind the “paper work” lie people who have played a part in the government’s investigations over the years. Bill Chalker has previously reported on his excellent work in locating and interviewing some of these people identified in RAAF papers. The Disclosure Australia Project wishes to build on and expand Bill’s pioneering research. So, to commence our own research in this area, Dom McNamara, in the company of Bill, made a trip to interview an individual who has intimate knowledge of the Government’s past UFO investigations. We will be reporting on the contents of this interview in due course.

Project  visit to RAAF base Edinburgh South Australia:

On 3 June 2004, Keith Basterfield, a member of the Project Secretariat visited RAAF Edinburgh to inspect files made available to us under our second Freedom of Information (FOI) request. The purpose of the visit was to identify papers to be photocopied for us.

On arrival at the RAAF Police Security Office, our researcher was ushered into a conference room where two large cardboard boxes, labelled “UFO files” were present. Unpacking these boxes revealed a large number of files, together with a couple of dozen loose items, including sets of photographs.

The files were first checked against the master list previously supplied to us by the Department of Defence. A list of these files is shown in table one below. Following this, an examination was made of each file to determine what papers this Project wished to photocopy. Details of required copies were then given to the attendant RAAF officer.

One of the conditions placed upon our file inspection, given that the files were transferred to Adelaide for us, was that our researcher was not allowed to take down any personal details of witnesses from the papers.

A look through the files revealed a number of interesting items including:

·       Original police interview notes with the witness of the 13 June 1985 Lake Clifton WA car pace case

  • A report from two Army SAS members who sighted a UFO while on a mission, and during which observation their radio equipment would not work
  • A file titled: “Operation Close Encounter” when RAAF aircraft were placed on alert to investigate the source of radar returns
  • A file containing lots of pictures and a report from the Hessdalen area of Norway where UFO investigators made some very interesting observations using diverse monitoring equipment including radar
  • The set of UFO policy files 554/1/30 parts 1-3
  • Several more parts of series 580/1/1 files which contain raw reports.

Following this inspection visit, when we were awaiting advice that photocopies had been made for us, we received a telephone call form RAAF Edinburgh to say that the volume of work was too much for their insufficiently staffed office and that we were not going to receive any photocopies at all! Advice was given to us that now access was to be granted solely allowing us to take written notes (no personal details) about the contents of the files. Arrangements have been concluded for two members of the Project Secretariat to make a series of visits over coming weeks to examine the files in detail.   

ASIO file request:

In Newsletter 8 we reported that our Archives Act request to ASIO concerning an early UFO researcher, was negative apart from a “probable file” on a still living UFO researcher. This response from ASIO is now several months old, so we have submitted a further letter to the NAA asking that the ASIO search for the file be expedited.

Mysterious light in 1915:

Recently we uncovered a file (series MP16/1/0 control symbol 1915/3/1288) which discusses an investigation of “mysterious lights at night” by the Intelligence section of the General Staff in 1915!

A complaint was made by a Mrs E Osborne of Wallacedale, Victoria, to authorities. The complaint advised that Mrs Osborne and her family had reported “mysterious lights at night.” Mrs Osborne and other local residents were interviewed and told of moving night time lights “high up in the air in the direction of Mount Napier.”

As documented on the file, investigation by the authorities revealed that the cause of these lights was “…trappers visiting their rabbit traps” and that “…being very hilly lights seen from Wallacedale at night time would appear to be higher than they really were, especially at a distance.”

Project strategic plan revisited:

Almost a year has gone by since we commenced this Project, so it is timely to revisit our Mission Statement, aims and stages.

The Project’s Mission Statement is:

To ascertain the extent of official Australian Government knowledge of the UFO phenomenon; then to document both this and civilian knowledge on the subject.

The Project’s aims are:

  1. To collect, collate, analyse and disseminate information about what is currently known about Australian Government knowledge of the UFO phenomenon.
  2. To document and make available the “best” Australian UFO cases held by both civilian and Government sources.
  3. To ascertain what knowledge of the UFO phenomenon may not currently be in the public domain, and seek to document and disseminate this information to interested parties.

Stages:

1. To utilise the Federal Archive Act to locate and examine relevant file holdings more than thirty years old.

2. To utilise the Federal Freedom of Information Act to locate records available in this way.

3. To create an archive of “best” Australian UFO cases drawn from both Government and civilian holdings.

4. With this knowledge to then lobby the Australian Government to fully reveal       the extent of its knowledge of the UFO phenomenon.

Progress to date:

1. We have located and examined almost 110 possible relevant files in the NAA; summarised many of these and made these summaries available in a number of ways; had the NAA  examine and electronically open a number of files; prepared listings of raw UFO reports made to the RAAF and published our findings in this Newsletter, on our web site; through the “Australasian UFOlogist” magazine and via talk at the June 2004 national UFO conference..

2. We have just commenced our work in submitting FOI requests to the RAAF. So far we have received 600 pages under FOI. We will be shortly submitting FOI requests to other Government agencies. However, this is a time consuming and costly process.

3. We have commenced work in building  our archive of “best” cases on our web site.

Summary:

The Disclosure Australia Project is the most comprehensive exploration ever undertaken of the interest that  the Australian Federal Government has/had on the UFO phenomenon. As such, it is anticipated that it will take 3-5 years to complete.

Radar returns were strong-stationary. Met. Radar at Perth also had unusual returns but times/dates did not tally with above. Return from this latter radar could have been due to inversion over OTC antennas on ground.

 

Mrs Cosgrove 1835hrs (1035z) of Cloverdale WA. Blue/white light, with red light on top from SE 12 deg el. Very fast but slow at other times. Stopped overhead for 15mins then left at speed to N.

Investigating officer’s report. Kalamunda WA. 23 May 69. ATC radar-strong stationary paint 300 deg 9NM from Kalamunda. Seen at same time as object like a “big street light” reported over Cloverdale by Mrs Cosgrove. Radar returns were strong-stationary. Met. Radar at Perth also had unusual returns but times/dates did not tally with above. Return from this latter radar could have been due to inversion over OTC antennas on ground.

This case also investigated by O H Turner.
